Tip goes on the food, not the tax
Tipping on the pre-tax amount is the convention in most of the United States, and it is what this calculator does. Tipping on the post-tax total adds roughly two percent in a high-tax city. Neither is wrong. Being inconsistent about it across a table of eight is what causes the shortfall when the cash gets counted.
Split by items and each person is tipped proportionally to what they ordered, which is the fair version of "I only had a salad" and avoids the argument that follows it.
